You'll see a cutscene where you meet Catalina.

Tanker Commander

Get in a car with Catalina and get in the nearest marker: The gas station (it is located in Dillimoore). Get in the truck and drive backwards slowly to attach the tanker to the truck. Then drive to Catalina's buyer. Watch out that you don't make too sharp turns because you'll lose the tanker then. When you're there, park the truck in the marker. And mission done!
